Implement Pull
For any given WIP level the throughput of a pull system is higher than the corresponding push system. See push versus pull efficiency for details. Therefore if the performance of a pull line is below the practical worst case, one has the option of implementing the pull system.
Thus if the current performance is below the practical worst case (PWC) then one may implement Pull so as to bring the performance above the PWC. The following diagram illustrates the idea graphically.
